State Board of Education must adopt a comprehensive literacy plan by January 31, 2024, addressing evidence-based reading instruction, screening tools, interventions, and support for students with disabilities, multilingual students, and bidialectal students.

State Board must provide districts by July 1, 2024, with a rubric for evaluating core reading programs, a template for developing district literacy plans, and guidance on training and deploying literacy coaches.

State Board must develop literacy training opportunities by January 1, 2025, including microcredentials in literacy instruction and online training modules accepted for continuing professional development.

Elementary education teacher licensure test must be transitioned by July 1, 2026, to include testing elements covering bilingualism, biliteracy, oral language development, foundational literacy skills, and comprehension, with data on candidate performance published.

All educator preparation programs must include coursework in reading instruction aligned with state standards, methods for exceptional children, and instructional strategies for English learners.
