IL SB2246

Prohibits additional medical tests for investigation purposes only on children or family members during abuse/neglect investigations, unless medically necessary for treatment, exigent circumstances exist, or custodial parent consents with full disclosure of risks.

Requires consulting medical professionals employed or contracted by the Department to identify themselves as "forensic consultants" rather than members of the child's treatment team when having direct contact with the child or family.

Grants investigation subjects the right to identify treating medical professionals from the prior 12 months, obtain second medical opinions, and receive information about other professionals the consulting doctor relies upon (with exceptions for exigent circumstances).

Mandates the Department annually post a report by March 31, 2024 on the Reports and Statistics webpage detailing forensic medical referrals, outcomes (substantiated, unfounded, indicated), and breakdowns by provider, diagnosis, county, race, gender, and custody status.

Modifies Section 6 to prohibit threatening child removal or legal action if a parent refuses consent to photographs or x-rays during investigations.
