State Board of Elections gains exclusive authority to regulate and oversee all private, nongovernmental funds given to election authorities beginning January 1, 2024.

Election authorities are prohibited from directly applying for or requesting private, nongovernmental funding; only the State Board may seek grants and donations.

Funds secured by the Board are deposited into the newly created Election Authority Support Fund and distributed to election authorities proportional to their population in the first round, with remaining funds available in a second round.

Board must disburse approved reimbursement applications within 30 days and must distribute all received funds within 365 days, unless delayed due to insufficient applications from election authorities.

Board must establish rules by January 1, 2024 governing grant applications, reimbursement procedures, and fund distribution; election authorities and Board must maintain detailed financial records of all private fund transactions.
