IL SB2265

Establishes a teacher recruitment and retention program administered by the State Board of Education providing a $3,000 annual refundable income tax credit to participating teachers for up to 5 consecutive school years.

Limits participation to teachers who are recently hired at qualifying public schools (rural schools or those in the lowest 5% statewide performance), hold a Professional Educator License, and have a bachelor's degree in education from an approved institution.

Caps the program at 1,000 participating teachers statewide and requires the State Board to select no more than 100 participating school districts by December 1 each year, with selection criteria published on the Board's website.

Allows teachers to continue participation for up to 5 consecutive years if continuously employed in the same school district, but bars participation after a voluntary transfer, unsatisfactory performance evaluation, or if involuntarily transferred outside the district.

Requires the State Board to report annually to the Governor and General Assembly starting in December 2024 on positions filled, subject matter, and participating teacher tenure; sunsets new applications after December 31, 2033.
