• Illinois State Police shall make publicly available key information on firearms used in crimes, including crime statistics, locations, perpetrator origins, and Federal Firearms Licensee details, with restrictions based on state/federal law and memoranda of understanding.

• Reorganizes Illinois State Police divisions and expands their duties, including establishing the Division of Statewide 9-1-1, enhancing Criminal Investigation oversight of firearms trafficking and domestic terrorism, and adding forensic and training responsibilities.

• Transfers remaining balance from State Police Streetgang-Related Crime Fund to State Police Operations Assistance Fund upon fund dissolution, and transfers Sex Offender Investigation Fund balance to Offender Registration Fund upon dissolution.

• Changes Illinois State Police organizational structure to divide state into districts, zones, or troops (instead of only districts) and modifies STARCOM21 Oversight Committee composition and duties to include radio interoperability recommendations and sustainable funding plans.

• Amends missing child recovery procedures to require quality control program to assess (rather than monitor) timeliness of missing children report entries into LEADS and conduct performance audits of all entering agencies; effective immediately except Sections 10, 30, and 35 take effect January 1, 2024.
