Amends Illinois Election Code Section 19-12.2 to allow physically incapacitated electors to vote either through mail-in procedures or in-person at specified facilities, rather than only in-person.

Physically incapacitated electors must apply to their election authority no later than 5 days before primary and general elections to qualify for voting accommodations.

Voting on facility premises shall occur during a continuous period between 9 a.m. and 7 p.m. on Friday, Saturday, Sunday, or Monday immediately preceding the regular election, supervised by two election judges from different political parties.

Applies to residents of federally operated veterans' homes and facilities licensed under the Nursing Home Care Act, Specialized Mental Health Rehabilitation Act of 2013, ID/DD Community Care Act, or MC/DD Act.

Takes effect immediately upon becoming law.
