Authorizes the Board of Higher Education to issue cease and desist orders and impose civil penalties up to $10,000 per violation against schools operating without required permits or certificates in private business/vocational schools, private colleges, and degree-granting institutions.

Extends the Task Force on Campus Sexual Misconduct Climate Surveys by two additional years, with dissolution occurring after completion of the 2027 base survey instead of 2026, and requires both the Board of Higher Education and Illinois Community College Board to jointly administer sexual misconduct survey provisions.

Redefines "institution of higher education" in the Higher Education Housing and Opportunities Act to explicitly include institutions located "in this State" and expands the definition to cover business, technical, or vocational schools.

Changes Board of Higher Education member terms for representatives of public university governing boards and private college boards from one year to three years, while maintaining one-year terms for student members.

Updates the tuition and fee waiver report deadline from July 1, 2020 to November 1, 2023 and establishes the Academic Quality Assurance Fund to collect fees from enforcement of degree-granting and private college regulations.
