IL SB2320

Amends the Illinois Municipal Code to allow non-home rule municipalities to voluntarily adopt code hearing unit provisions previously available only to home rule units under Division 2.1.

Removes the restriction that Division 2.1 applies "only" to home rule municipalities, instead permitting non-home rule municipalities to adopt these provisions if they choose.

Clarifies that non-home rule municipalities may select either the Division 2.1 code hearing unit framework or the Division 2.2 framework for administrative adjudication.

Maintains that non-home rule municipalities cannot pursue remedies beyond those authorized by statute under Division 2.2 provisions.
