IL SB2323

Amends Illinois School Code Section 10-22.36 to allow Bloomington School District 87 to purchase, construct, or build school buildings without voter referendum if funded from existing fund balances during the 2022-2023, 2023-2024, or 2024-2025 school years.

Requires Bloomington School District 87 to hold at least 2 public hearings to discuss school building construction decisions and receive community input before proceeding without referendum.

Mandates notice of each public hearing be published on the school board's website at least 10 days prior, including the hearing time, date, place, and building name or description.

Maintains existing referendum exemptions for other school districts, including those using COVID-19 relief funds, county occupation tax revenues, or funds from building sales and grants.
