Removes for-profit educational organizations from the definition of "institution of higher learning," "qualified institution," and "institution" under the Higher Education Student Assistance Act (110 ILCS 947/10).

Makes students ineligible for Monetary Award Program (MAP) grants if they are attending a for-profit institution of higher education, effective for both initial grant applications and grant renewals (110 ILCS 947/35).

Eliminates subsection (g) that previously allowed MAP grants to be made to applicants enrolled at qualified for-profit institutions under specified conditions beginning in academic year 1997.

Applies the for-profit institution ineligibility requirement to all MAP grant applicants and renewal applicants, with no exceptions for specific student classifications.
