State Board of Education shall establish a grant program to support cultural and language immersion programs, gifted and talented programs, and advanced placement programs, subject to appropriation.

State Board of Education shall develop and administer an application process for schools to apply for grant funds.

Schools receiving grant funds must ensure any student can apply to any school in the district that has restrictive admission procedures.

Schools receiving grant funds must provide transportation to all students in the school district to the school they attend.
