IL SB2352

Establishes state policy prohibiting contracts with entities that discriminate against or infringe civil rights of employees or customers.

Defines "prohibited source" as contractors or subcontractors determined by an adjudicative body to discriminate based on race, color, creed, religion, ancestry, gender, marital status, sexual orientation, gender identity or expression, physical or mental disability, national origin, or age.

Requires all State agencies to amend procurement procedures to enforce the prohibition against contracting with prohibited sources.

Mandates that all contracts entered into, amended, or renewed by government agencies on or after the effective date include a binding anti-discrimination agreement.

Preserves state anti-discrimination protections from being narrowed by federal executive branch interpretations of federal anti-discrimination laws.
