Establishes the Truth and Tolerance Commission within the Department of Human Rights to delegitimize hate speech through counter-speech and community coalition efforts.

Governor appoints 15 voting members representing diverse racial, ethnic, sexual orientation, and geographic groups; creates Office of Truth and Tolerance to support the Commission.

Commission shall meet monthly to receive information, direct research, and create responses to conspiracy theories and lies targeting demographic groups based on race, religion, ethnicity, gender, sexual orientation, or gender identity.

Commission shall conduct public hearings, accept online reporting of hate speech, create counter-messaging resources including social media content, establish an advisory committee of residents, and make recommendations to the General Assembly on combating hate speech.

Department of Human Rights provides staff and administrative support; Commission members serve without compensation but are reimbursed for reasonable travel expenses.
