Establishes a 7-member Task Force on Counsel in Immigration Proceedings with representatives from the Governor's office, Senate leadership, House leadership, Attorney General, and Department of Human Services.

Requires the Task Force to investigate implementation of universal legal representation for covered individuals in immigration removal proceedings, including estimating the number of affected individuals and current legal representation infrastructure.

Directs the Task Force to calculate additional resources needed (attorney salaries, training, support staff) and estimated annual costs to provide legal representation to all covered individuals in immigration proceedings.

Requires the Task Force to identify potential funding sources and evaluate a State-sponsored bond fund to support covered individuals facing immigration proceedings.

Delays the Task Force report deadline from July 1, 2023 to July 1, 2024, and extends the act's repeal date from July 1, 2024 to July 1, 2025.
