Establishes a Future Through Employment for Young Adults Program administered by the Department of Commerce and Economic Opportunity to award grants to nonprofits for workforce training and job placement in private and public sectors.

School-year program participants work 12-35 hours per week at $15 per hour or prevailing county minimum wage (whichever is higher), with enrollment target of 80,000 participants.

Summer program participants work 25 hours per week at $15 per hour or prevailing county minimum wage (whichever is higher), with enrollment target of 80,000 participants.

Department shall partner with local community-based organizations to provide jobless youth and young adults with training in essential work skills including punctuality, collaboration, and following instructions.

Department shall establish eligibility criteria for participant and employer participation and may adopt rules necessary to administer the program, subject to appropriation.
