IL SB2390

Extends the Short-Term Substitute Teaching License program and Alternative Educator Licensure Program through June 30, 2028 (previously set to expire June 30, 2023).

Allows school districts to adopt policies waiving tuition costs for non-resident pupils who are children of district employees, defining "child" to include biological, adopted, foster, step-, and legally-guarded children.

Extends the temporary authorization for preschool teachers to hold alternative early childhood credentials (ECE Level 5, transitional bilingual educator endorsement, or other qualifications) through the 2028-2029 school year instead of 2023-2024.

Modifies the Alternative Educator Licensure Program to reduce residency from up to 4 phases to up to 3 phases and clarifies mentor assignment and evaluation procedures.

Requires non-public schools seeking state recognition to check the Statewide Murderer and Violent Offender Against Youth Database in addition to existing sex offender database checks for all employment applicants and student teachers.
