SB2404 Summary

• Expands Illinois residency eligibility for in-state tuition at all public universities by allowing students who enrolled in or attained credits at elementary schools, high schools, adult schools, or community colleges in Illinois to qualify as residents.

• Removes the previous 3-year school attendance requirement that students had to meet as of high school graduation to establish Illinois residency for tuition purposes.

• Allows students who attained an associate's degree from an Illinois community college or met minimum transfer requirements from a community college to qualify for in-state tuition rates.

• Applies uniformly across all public Illinois universities: University of Illinois, Southern Illinois University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University, and Chicago State University.

• Maintains existing military and veteran tuition benefits and requires universities to absorb any revenue losses from implementing these residency changes through their income funds.
