Changes Section 9(b-1) of the State Comptroller Act to allow (rather than prohibit) itemized vouchers under $5 to be paid through electronic funds transfer, with exceptions for legislative branch, State Treasurer's unclaimed property claims, and Department of Revenue tax refunds.

Amends Section 20 of the State Comptroller Act to remove the requirement that employee residence county be listed in the annual public employee salary report.

Extends the State Comptroller's authority to acquire real property in Springfield from fiscal years 2021-2022 to fiscal years 2024-2025, with the authorization becoming inoperative on July 1, 2025.

Modifies Section 5(c) of the State Finance Act to grant the Comptroller discretion to terminate inactive special funds (inactive 18+ months) rather than automatic termination by operation of law.

Increases the single transaction limit for state agency purchasing cards from $500 to $1,000 under Section 13.3 of the State Finance Act.
