Extends residency requirement for Illinois Veteran grant program from 6 months to 18 months for veterans entering federal active duty service.

Extends return-to-state requirement from 6 months to 18 months after leaving federal active duty service (or after spouse's service ends or reaches Illinois).

Adds new eligibility pathway for veterans who do not meet other residency requirements but were stationed in Illinois at time of discharge or retirement from federal active duty service.

Maintains existing grant benefit of free tuition and mandatory fees for up to 4 years of full-time enrollment at Illinois State-controlled universities or public community colleges.
