Amends the Personnel Code to modify the language proficiency requirement for bilingual pay supplements from "speak or write" to "speak and understand" a language other than English.

Changes the certification requirement from an Illinois community college to require proficiency in "speaking and understanding" (rather than "reading, writing, and speaking") a language other than English.

Allows the Director of Central Management Services to establish special pay supplements for state positions that require bilingual skills as specified in the Department's official job classification.

Requires bilingual pay supplements to be processed within 30 calendar days after an employee submits certification from either the Director's designated testing program or an Illinois community college.

Bilingual pay supplement details including eligible positions, supplement amounts, and duration must be negotiated between the Department and appropriate collective bargaining representatives under the Illinois Public Labor Relations Act.
