Amends the Illinois Public Aid Code by adding Section 5-52 to exempt live-in caregivers from electronic visit verification requirements.

Applies exemption to caregivers providing personal care services under the Adults with Developmental Disabilities waiver and the Support Waiver for Children and Young Adults with Developmental Disabilities.

Defines "live-in caregiver" as someone who permanently or for an extended period resides in the same residence as the individual receiving Medicaid-funded personal care or home health care services.

Requires live-in caregiver status determination based on U.S. Department of Labor requirements, Internal Revenue Service standards, or extenuating circumstances approved by the Department of Healthcare and Family Services.

Authorizes the Department of Healthcare and Family Services to adopt rules necessary for implementation, including verification procedures for caregiver status.
