Amends the Electric Vehicle Charging Act to exempt tiny homes for at-risk veterans from EV-capable parking space requirements.

Applies exemption to tiny homes (maximum 800 square feet) constructed by non-profit organizations (IRS 501(c)(3) or 501(c)(19)) exclusively for homeless or at-risk veterans needing long-term affordable housing.

Requires counties and municipalities to mandate that applicants for building permits submit a signed affidavit confirming all buildings are designated exclusively for qualifying veterans.

Prohibits counties and municipalities, including home rule units, from adopting building codes or ordinances requiring EV-capable parking spaces for these veteran housing projects.

Defines "veteran" as a person who served and received an honorable or general discharge from U.S. Armed Forces, Space Force, Coast Guard, or state National Guard units.
