Amends the Illinois Administrative Procedure Act to allow the Department of Natural Resources to adopt emergency rules implementing Section 13 of the Rivers, Lakes, and Streams Act without standard rulemaking procedures, deemed necessary for public interest, safety, and welfare.

Emergency rulemaking authority under this provision expires one year after the effective date of the act.

Establishes National Flood Insurance Program compliance requirements for state agencies, including obtaining special flood hazard area development permits before undertaking development on state-owned property in designated flood zones.

Requires the Department of Natural Resources to adopt administrative rules setting standards at least as stringent as federal Federal Emergency Management Agency regulations (44 CFR 59-60) for reviewing, monitoring, and correcting development in special flood hazard areas.

Mandates state agencies administering grants, loans, or permits for development in special flood hazard areas to cooperate with the Department of Natural Resources in informing participants about flood hazard locations and applicable floodplain requirements.
