Adds definition of "distressed location project" to the Open Space Lands Acquisition and Development Act, meaning a proposal for acquisition of open space lands or capital development in areas determined distressed by the Department through administrative rule.

Increases state funding eligibility for distressed communities and distressed location projects from 90% to 100% for acquisition of open space lands and capital development and improvement projects.

Requires that no less than 10% of annual appropriations under the Act be made available as grants to distressed communities.

Modifies grant application requirements to include descriptions of distressed location projects and requires Department to give priority consideration to distressed location projects when evaluating applications.

Removes temporary provisions that limited 100% funding eligibility to fiscal years 2023 and 2024, making enhanced funding permanent for distressed areas and projects.
