Amends Section 5-1049.2 of the Counties Code to authorize county boards to lease county-owned property for athletic purposes or museum purposes in the public interest or for resident benefit upon three-fourths vote.

Modifies Section 5-30004 to grant counties authority to maintain, restore, rehabilitate, beautify, or adaptively reuse places of architectural, historic, or scenic significance and to lease or license such county-held property to public or private entities for up to 99 years.

Declares that maintenance, restoration, rehabilitation, beautification, and adaptive reuse of historically or architecturally significant places is a public use.

Defines "adaptive reuse" as adaptation of property for any use that does not materially detract from the architectural, historic, aesthetic, cultural, or scenic significance of the place.

Renumbers existing provisions in Section 5-30004 from subsection (19) to (20) to accommodate the new subsection (19) regarding preservation and adaptive reuse authority.
