Exempts vehicle owners from governmentally imposed fees, fines, and penalties if they report to law enforcement that a towed vehicle has been stolen or hijacked.

Requires towing services to notify registered owners of towed Illinois vehicles within 2 business days by certified mail, with no storage charges accruing if the vehicle is reclaimed within 7 days of notice.

For out-of-state registered vehicles, towing services must request owner information from the applicable state administrative agency by certified mail, with no storage charges accruing if reclaimed within 7 days of that request.

Adds exemptions from vehicle impound liens for personal medical and health care devices including hearing instruments, social security cards, higher education textbooks and study materials, and passbooks.

Establishes a maximum $2,000 lien cap on towing and storage charges and requires liens to remain limited to services authorized by the Illinois Vehicle Code.
