Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to reimburse hospitals for all newborn screening tests added to the Newborn Metabolic Screening Act at rates not less than fees charged by the Department of Public Health, subject to appropriation and federal approval.

Adds Section 3.6 to the Newborn Metabolic Screening Act requiring screening tests for Duchenne muscular dystrophy in all newborns, subject to appropriation and completion of eight specified milestones including FDA approval, reagent availability, performance specifications, quality assurance testing, equipment acquisition, threshold values, pilot testing, and high-throughput capacity.

Allows the Department of Public Health to charge an additional fee for administering Duchenne muscular dystrophy screening tests to cover start-up and ongoing costs, but prohibits charging the fee more than 6 months before screening tests begin.
