IL SB2674

Establishes certification of service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB) as exclusive state powers, prohibiting home rule units from certifying these businesses.

Sets a goal that not less than 3% of total dollar amount of state contracts be awarded to SDVOSB and VOSB, with subcontracts counting toward this goal.

Requires Commission on Equity and Inclusion to conduct minimum of 2 outreach events per year and submit annual reports comparing year-by-year certification numbers and awarded contracts to General Assembly.

Transfers all powers, duties, and responsibilities for veteran business certification from Department of Central Management Services to Commission on Equity and Inclusion.

Imposes penalties including suspension from bidding on state contracts for not less than 3 years and revocation of certification for violations related to false SDVOSB or VOSB claims.
