Capital Development Board authorized to make early childhood construction grants to public school districts and not-for-profit entities using appropriated funds from the School Construction Fund, Build Illinois Bond Fund, or Rebuild Illinois Projects Fund.

Not-for-profit early childhood entities that rent or lease from another not-for-profit entity are now eligible for grants; grants cannot be awarded to entities providing services in private residences.

Local matching fund requirements range from 3% to 10% of the grant amount based on school district tier classification under Section 18-8.15 of the School Code.

Capital Development Board must hold title or place a lien on facilities acquired or constructed by non-profit corporations for 10 years; if renovation grants are made and the facility is not used for early childhood programs for 10 years, the state may recover the grant.

In each school year grants are awarded, 20% of total funds must go to school districts with populations exceeding 500,000 that meet all requirements.
