Amends Section 21-2.5 of the Criminal Code of 2012 to increase penalties for unauthorized use of electronic tracking devices to determine a person's location or movement.

Elevates the offense from a Class A misdemeanor to a Class 4 felony when the violation results in physical injury to the victim.

Defines "electronic tracking device" as any device attached to a vehicle that reveals its location or movement through electronic signal transmission.

Maintains existing exemptions for use with owner consent, lawful law enforcement use, business tracking of employee vehicles, and State agency vehicle tracking.
