School districts and contracted bus companies must equip Type I and Type II school buses manufactured after the bill's effective date with 3-point seat belts or federally approved restraint systems (49 CFR 571.222) in good operating condition for each passenger seat and a rooftop safety hatch.

Beginning January 1, 2028, all newly purchased school buses must be equipped with 3-point seat belts or federally approved restraint systems in good operating condition for each passenger seat.

The Department shall adopt rules governing standards for seat belts and belt anchorages.

Exemption applies to school buses legally registered in another state with valid registration plates that are not operated regularly in Illinois and are only operated in Illinois for cultural, tourist, athletic, or similar activities for out-of-state students.

School districts and bus companies are not liable for passengers' failure to properly adjust or fasten seat belts or restraint systems.
