Adds Section 356u.10 to the Illinois Insurance Code requiring group health insurance policies and managed care plans amended, delivered, issued, or renewed after January 1, 2026 to cover clinical genetic testing for inherited gene mutations associated with increased cancer risk, with cost-sharing limited to $50 maximum.

Requires coverage of evidence-based cancer screenings for individuals with positive genetic tests for inherited mutations, subject to the same deductibles and coinsurance as other related cancer risk management benefits.

Extends genetic testing and screening coverage requirements to state employees, county self-insured health plans, municipal self-insured health plans, school district employees, and the Medicaid program (subject to federal approval).

Amends the Health Maintenance Organization Act, Voluntary Health Services Plans Act, and various public employee health benefit statutes to reference and incorporate the new genetic testing coverage requirements.

Excludes coverage limitations that would disqualify high-deductible health plans from health savings account eligibility under federal law.
