Beginning January 1, 2025, the State Board of Elections has exclusive authority to regulate and oversee all private, nongovernmental funds given to election authorities for their use.

Election authorities are prohibited from directly applying for or requesting private, nongovernmental funding from any source; only the State Board of Elections may seek grants and donations.

All funds secured by the Board must be deposited into a new Election Authority Support Fund and distributed to election authorities based on population proportions in the first round of applications, with remaining funds distributed through a second round.

The Board must disburse approved reimbursement applications within 30 days and must distribute all received funds within 365 days unless insufficient applications prevent distribution.

Election authorities and the Board must maintain records of grant applications, reimbursement applications, and spending, with the Board establishing implementation rules by January 1, 2025.
