Allows township boards of trustees to adopt an ordinance or resolution to appoint township assessors instead of requiring them to be elected, effective upon expiration of the current elected assessor's term.

Applies to both single township assessors and multi-township assessors serving contiguous townships with combined populations of at least 1,000 inhabitants.

Makes conforming changes throughout the Property Tax Code (35 ILCS 200) to recognize both election and appointment as valid methods for selecting township assessors.

Maintains existing qualification requirements for appointed assessors, including completion of approved assessment courses or possession of relevant professional designations.

Allows voluntary establishment of multi-township assessment districts through majority vote of township boards of trustees, with appointment option available under this bill.
