SB2759 - Adoptee Baseline Medical Testing Act

• Creates the Adoptee Baseline Medical Testing Act requiring health care providers to include questions on medical intake forms about patient adoption status and access to biological medical history.

• Requires health care providers to offer no-cost baseline testing for genetically predisposed conditions (hypertension, diabetes, reproductive health conditions, cancers) to adopted patients without access to biological medical history upon request, with referrals to qualified providers if necessary.

• Establishes a State-funded system through the Department of Public Health to pay for baseline testing when other sources do not cover costs, contingent on appropriation and requiring patients to apply to other coverage sources first.

• Requires the Department of Public Health to develop educational materials for health care providers about the importance of biological medical history access for adoptees.

• Amends the Illinois Insurance Code and related statutes to require health insurance policies issued after January 1, 2025 to cover adoptee baseline medical testing without deductibles, coinsurance, copayments, or other cost-sharing requirements.
