Creates the Safe Patient Limits Act establishing maximum patient-to-nurse ratios for registered nurses in various healthcare settings, ranging from 1:1 in critical care units to 4:1 in general medical/surgical units, with specific ratios for specialty areas like obstetrics, pediatrics, and emergency departments.

Requires facilities to implement staffing plans without reducing overall healthcare workforce levels, prohibits video monitoring as substitute for in-person patient assessment, and mandates at least 2 direct care nurses present at all times in each clinical unit.

Establishes nurse protections allowing refusal of assignments that violate patient limits, lack required training/competence, or compromise patient safety; prohibits facility retaliation, discrimination, or disciplinary action against nurses for such refusals.

Amends Hospital Licensing Act to prohibit mandatory delegation of nursing interventions and requires transparent, detailed acuity models that cannot supersede Safe Patient Limits Act maximums; nursing care committees must oversee staffing plans and report semi-annually to nursing staff.

Ratifies the Nurse Licensure Compact allowing multistate nursing licenses for interstate practice while prohibiting Illinois from sharing criminal history records with the Interstate Commission or other states for multistate licensure purposes.
