IL SB2803

Expands Illinois Identification Card issuance to persons committed to Federal Bureau of Prisons facilities located in Illinois and county jails or county departments of corrections, in addition to Department of Corrections and Department of Juvenile Justice facilities.

Restructures application procedures for incarcerated persons seeking standard identification cards, distinguishing between those with prior Illinois ID/driver's license history and those without, with verification forms and social security number requirements.

Allows limited-term 90-day identification cards for released persons from these expanded facilities if they cannot obtain standard cards prior to release, valid until they obtain required documentation.

Extends identification card issuance procedures to persons conditionally or absolutely discharged from Department of Human Services facilities, including limited-term 90-day cards valid up to 14 days before release.

Eliminates or waives fees for standard identification cards and limited-term cards issued to persons released from Department of Corrections, Department of Juvenile Justice, Federal Bureau of Prisons facilities, county jails, county departments of corrections, and Department of Human Services.
