IL SB2811

Amends the Personnel Code to exempt positions paid under prevailing wage laws, beauticians, teachers of beauty culture, and teachers of barbering from jurisdiction B civil service requirements.

Amends the Illinois Procurement Code to add a new exemption for procurement expenditures related to recruiting candidates for State employment, conducted substantially in accordance with specified procurement code sections.

The recruitment expenditures exemption applies only through December 31, 2028, after which it expires.

Takes effect immediately upon enactment.
