IL SB2815

Amends the Election Code Section 28-8 to change the referendum question language regarding home rule status for local government units from asking whether they shall "cease" to be a home rule unit to asking whether they shall "continue" to be a home rule unit.

Requires the question of whether a unit of local government shall become a home rule unit to be submitted in substantially the following form: "Shall (name of the unit of local government) become a home rule unit?"

Votes must be recorded as "yes" or "no" on the referendum ballot.

Requires the clerk of a local government unit to file a certified statement with the Secretary of State within 45 days after a passed referendum, showing the results and the resulting status of the unit as a home rule or non-home rule unit.

Directs the Secretary of State to maintain all certified referendum statements as public records in their office.
