Amends the Lobbyist Registration Act by adding Section 3.2 to prohibit lobbyists and lobbying entities from promising anything of value to officials, State employees, or candidates for state office in exchange for support, action, or inaction on specific legislative or executive actions

Prohibits lobbyists and lobbying entities from soliciting officials or State employees to violate similar provisions under the State Officials and Employees Ethics Act

Specifies that prohibited items of value include campaign contributions, endorsement of candidacy, and in-kind contributions supporting officials, State employees, or candidates for state executive or legislative office

Preserves the right to make and accept voluntary contributions that comply with applicable law
