Allows the State Educator Preparation and Licensure Board to include nonvoting, ex officio members in its operating procedures.

Changes approval requirement for for-profit or not-for-profit educator preparation entities with a presence in Illinois from approval by the Board of Higher Education alone to approval by either the Board of Higher Education or the Illinois Community College Board.

Renames the State Teacher Certification Board to the State Educator Preparation and Licensure Board, with references in law updated accordingly.
