IL SB2836

Prohibits insurance companies from issuing, delivering, amending, or renewing short-term, limited-duration health insurance to Illinois residents or domiciled persons effective January 1, 2025.

Defines short-term, limited-duration insurance as accident and health coverage with an expiration date fewer than 365 days after the original effective date, excluding excepted benefits and student health insurance.

Authorizes the Department of Insurance to adopt rules establishing standards and restrictions on excepted benefits including policy provisions, benefit design, disclosures, and sales practices to prevent circumvention of comprehensive health insurance requirements.

Extends the Director of Insurance's authority over excepted benefits to group and blanket coverage, allowing policy form and rate filing requirements for excepted benefits issued to groups domiciled outside Illinois.

Repeals the Short-Term, Limited-Duration Health Insurance Coverage Act and makes conforming changes to the Health Maintenance Organization Act and Limited Health Service Organization Act.
