Creates the Access to Candidacy and Feasibility of Holding Public Office for Non-Wealthy Persons Task Force to analyze financial barriers for low-income and moderate-income candidates and elected officials seeking or holding public office in Illinois.

Task Force shall engage public officials and candidates to assess whether income status and wealth gaps pose barriers to running for or holding office, review Election Code provisions affecting non-wealthy candidates, and provide evidence of the Code's effects on non-wealthy persons.

Task Force shall recommend changes to the Election Code or related rules to reduce burdens on non-wealthy candidates and elected officials.

Task Force composition includes 15 members: appointees from Senate leadership (2), House leadership (2), Senate minority leader (2), House minority leader (2), plus Governor-appointed members with expertise in county government, municipal government, campaign finance (2), accounting (1), and understanding of personal financial constraints (3).

Final report with findings and recommendations due by June 30, 2025; Task Force dissolves July 1, 2026; appointments must be made within 30 days of the Act's effective date; members serve without compensation.
