Amends the Illinois Health Benefits Exchange Law to authorize the Department of Insurance and Department of Healthcare and Family Services to require enhanced direct enrollment technology for the State-based exchange.

Defines "enhanced direct enrollment" as technology allowing approved third-party entities to host the exchange eligibility application on their websites with secure integration to back-end application programming interfaces for application, enrollment, and post-enrollment activities.

Requires enhanced direct enrollment to be available during the first open enrollment period for the State-based exchange and mandates adoption of the Federally Facilitated Marketplace's application programming interface or a substantially similar one.

Requires enhanced direct enrollment entities to be approved to operate in the Federally Facilitated Marketplace and maintain compliance with all Centers for Medicare and Medicaid Services' privacy, security, and business requirements.

Preserves the Department of Insurance's authority to adopt rules regarding enhanced direct enrollment entities beyond federal requirements.
