Designates the act as "Sami's Law" and amends the Equitable Restrooms Act by adding provisions for adult changing stations.

Requires owners or operators of public buildings (theaters, malls, stores over 40,000 sq ft, museums, libraries, parks, airports, bus stations, rest stops, schools, hospitals, and rehabilitation facilities) to install and maintain at least one publicly accessible adult changing station.

Defines an adult changing table as a powered, height-adjustable table with safety rails and belt, capable of lowering to 19 inches or raising to at least 38 inches, at least 25 inches wide by 72 inches long, and supporting at least 400 pounds.

Applies to buildings constructed 2 or more years after the effective date or buildings undergoing certain alterations or additions 4 or more years after the effective date.

Requires building owners or operators to provide information about the location of adult changing stations to the public.
