Allows individuals aged 65-75 with existing Medicare supplement policies to purchase any policy with the same issuer or any affiliate authorized to transact business in Illinois during a 45-day annual open enrollment period starting on their birthday.

Expands eligibility to purchase Medicare supplement policies with equal or lesser benefits during the open enrollment period, with insurers prohibited from denying coverage or discriminating based on health status.

Extends Medicare supplement enrollment rights for individuals who lost state medical assistance coverage during or after the COVID-19 Public Health Emergency for at least 63 days following termination of benefits.

Prohibits insurers from imposing preexisting condition exclusions for individuals meeting eligibility criteria and enrolled in Medicare Part B.

Requires insurers to provide notice of the annual open enrollment period to Medicare supplement policyholders at the time of application.
