Expands Mosquito Abatement District Act to include surveillance and monitoring of ticks and rats, in addition to existing mosquito control authority.

Removes "flies or other insects" from the district's abatement powers, narrowing focus to mosquitoes, ticks, and rats.

Requires mosquito abatement districts to notify forest preserve districts or conservation districts within 48 hours before or after accessing their land for Department-mandated vector surveillance.

Clarifies that Department-required vector surveillance does not grant districts additional authority beyond powers granted in Section 7 of the Act.

Requires districts to report positive samples of mosquitoes, ticks, or vectors infected with arboviral or bacterial infections (including West Nile Virus, Borrelia burgdorferi, ehrlichia, and other vector-borne diseases) to local public health departments within 24 hours; violations constitute a Class A Misdemeanor.
