Amends Illinois Identification Card Act to allow applicants to obtain Gold Star Family designation on identification cards and driver's licenses if eligible for Gold Star license plates.

Modifies identification card and driver's license application requirements to make social security numbers optional for applicants without a social security number, allowing alternative documentation instead.

Authorizes issuance of Sons of the American Legion special license plates with $25 original issuance fee ($10 to Sons of the American Legion Fund, $15 to Secretary of State Special License Plate Fund) and $25 renewal fee ($23 to Sons Fund, $2 to Secretary of State Fund).

Creates the Sons of the American Legion Fund in the State treasury to receive and distribute funds to the Illinois Detachment of the Sons of the American Legion.

Provides free admission to the Abraham Lincoln Presidential Library and Museum and park district museums for Illinois residents with Gold Star Family designations on their driver's license or identification card.
