Reverts greenhouse gas permit requirements to language existing before P.A. 102-662, eliminating construction and operating permit requirements for greenhouse gas emissions if equipment is not subject to federal regulation under 40 CFR 52.21 or Section 39.5.

Adds new provisions allowing air pollution permits to exempt greenhouse gas requirements if: (1) federal legislation removes EPA authority to regulate greenhouse gases; (2) federal courts deprive EPA of such authority; or (3) the President or EPA repeals the Greenhouse Gas Tailoring Rule.

Eliminates detailed definitions and emissions reduction deadlines for electric generating units, large greenhouse gas-emitting units, and various fuel types that were established by P.A. 102-662, effectively removing mandatory CO2e and copollutant reduction schedules for coal, oil, and natural gas facilities.

Repeals Section 3.131 defining "clean energy."

Takes effect immediately upon enactment.
