Creates a 9-member State Historic Preservation Board appointed by the Governor, with at least 5 members representing historically excluded and marginalized communities, to oversee state historic sites and make listing decisions.

Authorizes the Board to list, delist, or change designations of State Historic Sites through administrative rule, considering factors including budgetary impact, inclusion of marginalized communities' stories, geographic balance, disability access, and federal coordination opportunities.

Establishes the Division of Historic Preservation within the Department of Natural Resources with a Division Manager overseeing state historic site management and preservation.

Renames the "Illinois Historic Sites Advisory Council Act" to the "Illinois National Register Advisory Council Act" and reduces its membership from 15 to 9 members effective January 1, 2025.

Requires the Department of Natural Resources to submit an annual report to the General Assembly by June 30 beginning in 2025 listing all State Historic Sites and their designations as recommended by the Board and approved by the Department.
